Yes, but significant stable cultural changes must be backed by different key Principles people adhere to. Principles always are backed by Values. In turn, Values are derived from Beliefs.

Beliefs (including economics ones) generally are rooted in philosophies/ religions, and their « Evolution » (through diversification in branches, sects, etc) is quite slow (versus degradation speed of the Environment).
