If the objective is to make the Planet a safer place to live in, then the same rule should apply to ALL States. (of course with gradual implementation, specially for the current major nuclear powers.

Otherwise, the real objective seems to be for the major nuclear powers to get their way through. That is to weaken certain States which do not fit well with their geopolitical strategy, while being accommodating with other friendly States.
